FIX: Quick fix to issue #37 in order to avoid gdal ImportError for latest gdal version.

FIX: Switched back to gdal as change to osgeo did not fix the issue on Codeship.
FIX switch between polar and cartesian grid for smoothing
FIX: Changed requirement gdal to osgeo.
This is just to test whether we can get Codeship running again this way.

ENH removing image preprocesing
DOC: Minor edits on the community page regarding issues and removed the (outdated) list of institutions.
DOC: removed names of developers in the community section.

DOC: Updated the Python(x,y) reference to the latest distribution that was tested by me.
DOC: Added a hint on top of the getting started page that users might want to install the bleeding edge code.
We can remove that hint once we have a continuous update of wradlib versions on PyPI via Codeship. Until then, people shoudl be aware that wradlib on PyPI might be seriously...
DOC: Removed BUFR software as an optional dependency on the Getting Started page.
FIX: Fixed spelling of read_Rainbox for library reference.
FIX: filter,border,test
